CANDIDATES TO ENSURE THEIR ELIGIBILITY FOR THE EXAMINATION: The Candidates applying for the examination should ensure that they full fill all eligibility conditions for admission to examination. Their admission to all the stages of the examination will be purely provisional subject to satisfying the prescribed eligibility conditions. Mere issue of admission certificate to the candidate will not imply that his/her candidature has been finally cleared by the Commission. The Commission takes up verification of eligibility conditions with reference to original documents only after the candidate has qualified for Interview/Personality Test.

Selection Process for UPSC 2019

Phase 1:Civil Services (Preliminary) Examination (Objective Type)
Phase 2:Civil Services (Mains) Examination (Descriptive Type)
Phase 3: Personal Interview (Personality Test)
There will a three tier examination pattern i.e. (i) Stage-I : Preliminary Examination (ii) Stage-II : Main Examination (iii) Stage-III : Personality Test.
Preliminary Examination will screen the candidates for taking the Main Examination (Stage–II).
The Preliminary Examination will be of objective type having two Papers. Marks secured in this Examination will be counted for deciding the final merit.
(v) The Preliminary Examination will be a Computer Based Examination.
The Main Examination will have three Papers for each Stream and all Papers will be of descriptive type. Marks secured in this Examination will be counted for deciding the final merit. (vii) Existing General English Paper has been discontinued.
The Revised Scheme, Pattern and Syllabi of the Examination will be made effective from the 2020 Examination to give sufficient preparation time to the aspirants.

Phase 2: Civil Services (Mains) Examination Syllabus

The Mains examination constitutes the 2nd phase of the Civil Services Examination. Only after successfully qualifying the prelims examination would the candidates be allowed to write the Mains examination.
The Mains examination tests the candidate’s academic talent in depth and his/her ability to present his/her understanding according to the requirements of the question in a time bound manner.
The UPSC Mains exam consists of 9 papers, in which two are qualifying papers of 300 marks each:

  1. Any Indian Language
  2. English Language Paper

Exam Pattern for UPSC Civil service Exam 2019 Updated

  • The question papers for the examination will be of conventional (essay) type.
  • Each paper will be of three hours duration
  • The Preliminary Examination will consist of two papers of Objective type (multiple choice questions) and carry a maximum of 400 marks in the subjects set out in sub-section (A) of Section II.
  • This examination is meant to serve as a screening test only; the marks obtained in the Preliminary Examination by the candidates who are declared qualified for admission to the Main Examination will not be counted for determining their final order of merit.
  • Candidates will have the option to answer all the question papers, except the Qualifying Language Papers, Paper-A and Paper-B, in any one of the languages included in the Eighth Schedule to the Constitution of India or in English.
  • Notwithstanding this, the Candidate will have the choice to write the Optional Papers in English also if candidates opt to write Paper I-V except the Qualifying Language Papers, Paper-A and Paper-B, in any one of the language included in the Eighth Schedule to the Constitution of India.

Interview Test for UPSC 2019

The candidate will be interviewed by a Board who will have before them a record of his career. He will be asked questions on matters of general interest. The object of the interview is to assess the personal suitability of the candidate for a career in public service by a Board of competent and unbiased observers. The test is intended to judge the mental calibre of a candidate. In broad terms this is really an assessment of not only his intellectual qualities but also social traits and his interest in current affairs. Some of the qualities to be judged are mental alertness, critical powers of assimilation, clear and logical exposition, balance of judgement, variety and depth of interest, ability for social cohesion and leadership, intellectual and moral integrity.

MOBILE PHONES BANNED: (a) The use of any mobile phone (even in switched off mode), pager or any electronic equipment or programmable device or storage media like pen drive, smart watches etc. or camera or blue tooth devices or any other equipment or related accessories either in working or switched off mode capable of being used as a communication device during the examination is strictly prohibited. Any infringement of these instructions shall entail disciplinary action including ban from future examinations. (b) Candidates are advised in their own interest not to bring any of the banned items including mobile phones/pagers to the venue of the examination, as arrangement for safe-keeping cannot be assured.

IDENTITY VERIFICATION for UPSC Civil Service Examination 2019 Update

The original certificates/documents of successful candidates will be verified for which dates will be notified after declaration of result. On the basis of written test, the provisionally qualified candidates will be required to produce original certificates of Essential and Desirable Qualifications along with one set of photocopy, duly attested,
The candidate’s identity will be verified with respect to his/her details on the call letter and in the Attendance List. If identity of the candidate is in doubt the candidate will not be allowed to appear for the Online Examination.
